Kalshi and Rhode Island gambling law
Rhode Island has a tightly controlled gambling market centered on its state-run lottery and a small number of licensed venues. Prediction markets are not part of that state framework — they reach residents federally.
Kalshi is a CFTC-designated contract market and offers its event contracts to eligible Rhode Island residents on that federal basis. In May 2026 Rhode Island's Attorney General filed state-court suits against prediction market operators, and the CFTC moved to intervene in a related federal case.
