Kalshi and Minnesota gambling law

Minnesota has gone further than most states. On May 18, 2026 the governor signed SF 4760, which includes a section making it a felony to operate or advertise a prediction market as the law defines it, effective August 1, 2026.

The CFTC sued to block the law on May 19, 2026, and on July 27, 2026 a federal judge barred Minnesota from enforcing it against CFTC-designated exchanges while the case proceeds. That order is a preliminary injunction, not a final ruling, so the position could change.

The practical takeaway for Minnesota traders: eligibility is confirmed inside the Kalshi app at sign-up, and what is available may change as the case moves. Always check the current in-app status for your location.

How Kalshi operates in Minnesota

Kalshi is a Designated Contract Market regulated by the Commodity Futures Trading Commission (CFTC) — the same federal category as major futures exchanges. Kalshi's position is that this federal framework governs its event contracts in Minnesota. Minnesota authorities or courts have disputed that for sports event contracts, and the question has not been finally decided.

Who can trade in Minnesota

To open an account from Minnesota you must be 18 or older (21+ in some jurisdictions), be a US resident, and complete Kalshi's identity verification (legal name, date of birth, address, and SSN). Verification is usually instant. Once you confirm your location, the app shows exactly which markets you can trade in Minnesota.

What you can trade

Some sports-related contract categories have been challenged by state regulators and may be limited; Kalshi displays the current status for Minnesota at sign-up.
