Kalshi and Illinois gambling law

Illinois runs one of the largest regulated sports-betting markets in the US, overseen by the Illinois Gaming Board. Prediction markets, however, are not licensed through that state system — they reach Illinois residents on a federal basis.

The Illinois Gaming Board sent Kalshi a cease-and-desist notice over sports event contracts in April 2025, and the CFTC sued Illinois in April 2026 over the state's actions against CFTC-registered exchanges. A state budget signed in June 2026 added a tax on sports event contracts traded on prediction market platforms.

As with every state, Illinois traders verify their identity and location at sign-up, and the app reflects any category-level restrictions in effect.

How Kalshi operates in Illinois

Kalshi is a Designated Contract Market regulated by the Commodity Futures Trading Commission (CFTC) — the same federal category as major futures exchanges. Kalshi's position is that this federal framework governs its event contracts in Illinois. Illinois authorities or courts have disputed that for sports event contracts, and the question has not been finally decided.

Who can trade in Illinois

To open an account from Illinois you must be 18 or older (21+ in some jurisdictions), be a US resident, and complete Kalshi's identity verification (legal name, date of birth, address, and SSN). Verification is usually instant. Once you confirm your location, the app shows exactly which markets you can trade in Illinois.

What you can trade

Kalshi's core menu — politics, economics, climate, inflation, and culture markets — is broadly available in Illinois. Some sports-related contract categories have been challenged by state regulators and may be limited; Kalshi displays the current status for Illinois at sign-up.
